Authorities in Mexico have arrested the pilot and brother-in-law of fugitive drug kingpin Joaquin "El Chapo" Guzman.

Prosecutors in Mexico City announced on Wednesday that Guzman's brother-in-law had helped him in his July jailbreak, also accusing the pilot of flying Guzman out of town.

Attorney General Arely Gomez told reporters, "We can say that the group responsible for planning, organizing and carrying out the escape from the outside has been broken up."

Gomez also said the brother-in-law supervised and organized the construction of a 1.5-kilometer tunnel leading to a hole in Guzman's cell shower in central Mexico State as well as other parts of the escape.

According to Gomez, the brother-in-law had repeatedly entered the Altiplano Prison to visit Guzman and update him on the operation of his escape’s progress.

The pilot had also flown narcotics for the kingpin's Sinaloa drug cartel, Gomez said.

The official, however, refused to reveal the names of those captured.

Guzman traveled by land to the city of Queretaro, according to Gomez, from where he caught a small plane to his home state of Sinaloa and Durango.

One of the planes, explained Gomez, took Guzman to the area "where he has taken refuge,” while not specifying where Guzman was exactly flown to.

The latest development in the search for Guzman comes days after Mexico's special marine forces came close to catching the 58-year-old fugitive during raids in the northwest of the country earlier this month.

Joaquin "El Chapo" Guzman is the head of the notorious Sinaloa cartel. He escaped from a high-security prison through a specially dug tunnel. He is still on the run and Mexican officials have been looking for him since July 11.

Last month, several jail authorities were arrested for giving inside help to Guzman on how to flee.

This is not the first time Guzman was arrested. The drug cartel leader was first arrested in Guatemala in 1993 and spent nearly a decade in another maximum-security Mexican jail before escaping allegedly in a laundry basket.

Before his second arrest in 2014, Guzman was on the run for 13 years after a series of high-profile arrests of associates and covert surveillance by Mexican and US authorities.

Mexican authorities have agreed to reopen an investigation into the disappearance of 43 students in the state of Guerrero last year.

Eber Betanzos, the deputy attorney general of Mexico, said on Tuesday that Mexico City would carry out the probe in cooperation with the Inter-American Commission on Human Rights (IACHR).

Betanzos said that Mexican official would “completely” accept the recommendations by IACHR experts, adding, however, that the body would not be allowed to directly question witnesses.

The students went missing in the town of Iguala in September 2014, when gang-linked local police reportedly attacked their buses and handed them over to members of the Guerreros Unidos drug gang.

They are believed to have been slaughtered and burnt at a trash dump by the gang members, according to the government, whose account of the incident has been rejected as sloppy by the victims’ relatives and independent observers.

Referring to the planned new investigation, IACHR expert Angela Buitrago said it would be carried out “with a strategy based on lines laid out by the group, including the use of technology... and establishing a path of action agreed upon by the families.”

Despite Betanzos’ statement that the IACHR will not be permitted to question witnesses directly, Buitrago expressed hope that her group would be given permission to question the military forces who were in the area when the disappearances took place, because such interviews will be crucial to the investigation.

Mexican Defense Minister General Salvador Cienfuegos has so far refused to grant access to the troops to anyone except government prosecutors.

Authorities in Mexico say fugitive drug kingpin Joaquin “El Chapo” Guzman escaped a recent operation to recapture him in northwest of the country, injuring himself in the rush.

“Due to these actions and to avoid his arrest, the fugitive escaped in a hurry, which according to the information that was collected, caused him injuries to his leg and face,” said an official government statement issued on Friday.

The statement further said, “It is important to specify that these injuries were not the product of a direct clash.”

The statement, however, did not elaborate on the extent of his injuries.

Guzman made a prison escape on July 11, when he crawled through a hole leading to a huge tunnel under his cell shower.

According to Mexican officials, the efforts to recapture Guzman were concentrated in the country’s northwest region in the past weeks based on intelligence shared with Mexico by unspecified foreign governments.

A newly-leaked video of his escape was broadcast by the local Televisa channel this week, showing that loud hammering could be heard in Guzman’s cell just moments before he slipped down the hole.

It then took prison guards about 40 minutes to get inside his cell following his escape.

Over a dozen prison authorities have been arrested over allegations that they had assisted in his jailbreak.

The government statement issued on Friday after the failed attempt to re-arrest Guzman said, “The security cabinet continues to conduct all actions that will allow the recapture of this criminal.”

Meanwhile, US authorities have been cited in press reports as saying that the 58-year-old drug lord likely fled to the rugged mountainous region of his home state of Sinaloa, where he reportedly enjoys the support of the local population.

The United Nations has called on Mexico to end its controversial program, under which army personnel have undertaken the duties of police and law enforcement forces on the streets.

The UN High Commissioner for Human Rights Zeid Ra’ad al-Hussein on Wednesday called on Mexico to set a timetable to meet the world body’s demand and replace the military forces with police.

Mexican President Enrique Pena Nieto’s government must “adopt a time frame for the withdrawal of the military from public security functions,” as army forces have not been trained to do police tasks, the UN official says.

In late 2006, former president, Felipe Calderon, deployed troops on the streets to crack down on organized crime as part of a wider and ongoing war on drugs.

However, human rights organizations have recently said soldiers deployed to streets of Mexico were committing crimes and other abuses.

Hussein criticized Mexico’s police, judicial and investigative system for failing the nation, saying its poor performance has led to 26,000 disappearances and thousands of killings.

“No one in Mexico can feel safe,” said the UN official, adding, “They’re not enjoying the protection of the law.”

Fate of missing students

Elsewhere in his comments, Hussein urged the Mexican government to follow the recommendations of independent experts from the Inter-American Commission on Human Rights and start a new investigation into the high-profile case of 43 students that went missing last year.

On September 26, 2014, the 43 students, all trainee teachers, disappeared in the city of Iguala in the southern state of Guerrero following an attack by police forces suspected of having links to drug gangs. The incident took place during a protest rally over teachers’ rights.

The parents of the students say corrupt local police abducted the missing students and handed them over to a drug gang, which purportedly killed them.

Earlier this year, a statement by the Mexican attorney general said that investigators were certain that the 43 college students missing were killed and incinerated.

Reacting to Hussein’s comments, the Mexican Foreign Relations Department said the “government agrees with the high commissioner that all of us authorities on the state, federal and local levels should improve our efforts to protect human rights.”

Clashes have erupted between protesters and police in Mexico after thousands of people took to the streets of the capital to commemorate the 47th anniversary of a student massacre in the South American country.

According to Mexican officials, the Friday demonstration in the capital Mexico City turned violent when about 300 “anarchists” lobbed stones and firebombs at the police guarding the National Palace, which is home to the country’s President Enrique Pena Nieto.

Officials said police responded by firing tear gas, and that the violence lasted for around one hour.

The organizers of the rallies called for restraint from both sides.

In a similar protest in the southern city of Oaxaca, 52 masked youths were arrested for offenses, including vandalizing shops and banks, according to local authorities.

Both incidents of violence come after large national marches were held to mark the anniversary of a 1968 massacre of students by the army in a Mexico City neighborhood.

The students had been demanding an end to what they called repression by their government. Civil society groups say the real number of those killed by police at the time was in fact much higher than the official death toll of 40.

This year’s rallies drew more than 15,000 people in the capital alone.

Mexico has extradited 13 drug traffickers, including high-profile suspects to the United States, authorities have confirmed.

“We have carried out the extraditions of 13 individuals... on court extradition requests from several jurisdictions in the United States,” Tomas Zeron, an official from Mexico’s Justice Ministry told AFP on Thursday.

A Mexican-American citizen, Edgar Valdez Villarreal, with the alias “La Barbie,” who is a top member of the notorious Leyva drug cartel, was among those sent to the US for trial, Zeron added.

Jorge Costilla, with the alias “El Coss,” was another high-profile drug trafficker extradited to the US, according to Zeron.

The thirteen were long sought by the US. According to authorities, Washington in return plans to hand over some suspects in US jails who are sought by the Mexican government.

Mexico had in recent years balked at requests from the US for the extradition of drug cartel kingpins, including Joaquin “El Chapo” Guzman, the notorious drug lord who managed to escape a top federal prison in Mexico earlier this year.

Washington wanted the Mexican government to extradite him after his arrest in February 2014, but Mexico refused, in a bid to try him at home.

Just two weeks prior to his escape in July, the US filed an extradition request for Guzman.

Mexican drug lord Joaquin “El Chapo” Guzman

Mexico is set to try 13 public officials in connection with the escape from prison of drug lord Joaquin “El Chapo” Guzman, Mexican judicial authorities say.

In a statement issued on Thursday, Mexican court officials said that among those held for trial are the former coordinator general of the country’s federal prisons, as well as the former director general, the commander and several control room monitors of the Altiplano prison, where Guzman broke out from in July.

Eleven individuals are reported to be held at the same maximum-security prison as the drug kingpin was held. Two others, reportedly women, are being held at a prison in the Pacific state of Nayarit.

Guzman escaped the prison on July 11, using a 1.5 kilometer-long tunnel dug into his cell.

Footage from the security cameras inside his cell showed the Sinaloa Cartel kingpin walking in the tunnel in his shower area before disappearing.

This was El Chapo’s second successful prison break. He escaped from another maximum-security facility in 2001, while hiding in a laundry basket after bribing officials.

Million-dollar bounty

The Mexican government has announced a reward of up to 60 million pesos (USD 3.8 million) in reward for information that could lead to the kingpin’s whereabouts.

The US Drug Enforcement Administration (DEA) is also offering a USD five-million bounty for details leading to the capture of the cartel leader.

Founded in 1980s, the Sinaloa Cartel is an international criminal organization based in Mexico, which is a major smuggler of illegal drugs into the US.

The group, also known as the Blood Alliance, is often referred to as the most powerful cartel in the Western hemisphere. The cartel is said to control much of the flow of cocaine and marijuana to the US.

The parents of the 43 Mexican students who went missing last year have staged a hunger strike ahead of a meeting with President Enrique Pena Nieto to follow up on the case of their children.

They announced the start of their 43-hour hunger strike at 7:00 p.m. (0000 GMT) on Wednesday after assembling in Mexico City’s historic Zocalo Square.

“For 43 hours, we will only drink water and we’ll be fasting when we meet with the president,” said Nardo Flores, whose son Bernardo is among the missing.

“I don’t know if I can handle the fasting. I’m diabetic. I’ll do all I can,” said Genovena Sanchez, whose son has also disappeared, adding, “I’m doing this to get my son back.”

The students’ families and Pena Nieto are due to meet on Thursday night in a museum at the city’s Chapultepec Park.

According to Vidulfo Rosales, a lawyer for the parents, they are planning to ask the Mexican president to order a new investigation into the case in the hope of finding their children alive.

The Thursday meeting would be Pena Nieto’s second meeting with the missing students’ parents since the 2014 tragedy, which has had a negative effect on the Mexican leader’s popularity.

“I’m confident that we will have a productive meeting, which will produce agreements to obtain the two main objectives, which are getting to the truth and getting justice,” Roberto Campa, a deputy interior minister said.

Various accounts

The 43 students went missing last September in the city of Iguala in the southern state of Guerrero after being reportedly detained by corrupt police officials.

Prosecutors say police afterward gave the young men, who were from a rural teacher college in Guerrero, to the Guerreros Unidos drug gang, adding that the students were killed and their remains were burned by the cartel.

However, independent experts from the Inter-American Commission on Human Rights (IACHR) have questioned the official probe, saying that there is no evidence to support the account that the 43 were burned.

The relatives of the missing student as well as other fellow students are planning to hold a protest in Mexico City on Saturday to commemorate the one-year anniversary of their disappearance.

Clashes between Mexican riot police and protesters over the case of a number of missing students have left at least 11 police officers injured in Mexico's southern state of Guerrero.

On Tuesday, police blocked buses carrying relatives of the 43 young men and fellow students who were heading from the town of Tixtla to the state capital, Chilpancingo, to hold a demonstration.

Protesters threw Molotov cocktails at some 200 police officers, who responded with tear gas.

Civil protection officials said the scuffles left at least 11 officers wounded. Two students were also hurt, according to the protesters.

Masked students set fire to a lorry that they had already seized.

The scuffles came a day after a group of protesters ransacked the prosecutor's office in Chilpancingo, breaking furniture and computers.

The confrontation took place in the run-up to the first anniversary of the disappearance of the students. A protest is planned for Mexico City on Saturday to mark one year since the 43 students disappeared.

Mexico has jailed at least 13 prison officials over the escape of notorious drug lord Joaquin "El Chapo" Guzman.

The drug kingpin broke out of a maximum security prison in July.

Leonor Garcia, formerly in charge of El Altiplano, the maximum security prison that Guzman fled, was one of those imprisoned on Friday, Mexican authorities told AFP.

Celina Oseguera, the former national coordinator of the federal prison system, was also incarcerated.

Both of them, Oseguera and Garcia, were being held at the female prison in Tepic, in the western state of Nayarit.

It was being reported that the other eleven prison officials were all guards and personnel at El Altiplano, and now they will all be serving time as inmates of that prison.

The imprisonments came after a judge in the capital Mexico City issued orders to arrest the suspects allegedly involved in the disappearance of "El Chapo."

The drug kingpin escaped from prison through a tunnel dug in his cell. The tunnel, 1.5 kilometers (one mile) long, was dug in his shower area, and footage shows Guzman walking in before disappearing from sight and going underground.

Guzman is the leader of the Sinaloa drug cartel, which smuggles huge amounts of illegal drugs into the United States. He busted out of another maximum security penitentiary in 2001.

Thirteen years later he was caught in Mazatlan, a tourist resort on the Pacific coast in the state of Sinaloa.

The Mexican government is still looking for the drug lord and a $3.8 million reward is being offered for his arrest.

Six Mexican tourists who were injured in a recent air raid by the Egyptian military on their vehicles have returned home, amid calls on authorities in Cairo to provide a clear answer on the attack that mistakenly killed eight other people.

The five women and one man were brought back home Friday on a presidential plane earlier sent by Mexico before being lifted by a helicopter to a public hospital for further treatment.

Mexico’s Health Secretary Mercedes Juan Lopez said all the wounded had suffered burns, respiratory problems or fractures, but reiterated that they were all in stable conditions.

Egypt says the six and the eight others who were killed in the attack last Sunday had entered a restricted area in the western desert, and were targeted mistakenly as security forces were chasing militants who had abducted and beheaded an Egyptian.

Survivors have recounted that they were targeted by bombs dropped from planes and helicopters.

Juan said that the injured had no sign of bullet wounds on their bodies, adding that most of the injuries were from shrapnel.

Accompanying the victims was the Foreign Relations Secretary Claudia Ruiz Massieu, who had flown to Cairo with some of the relatives of the victims three days earlier to demand an explanation from Egyptian authorities.

“We are determined to exhaust all available means to defend the rights of each of the 14 Mexican civilians who were affected,” said Ruiz Massieu, adding that all options are being reviewed by legal experts.

She said the bodies of the eight dead tourists will be repatriated “in the coming days.”

In an update to its travel advisory, Mexico’s Foreign Relations Department warned Mexicans to “reconsider or postpone their plans to travel to Egypt.”

File photo shows the aftermath of a mudslide in Mexico.

A mudslide caused by severe weather in Mexico has killed a mother and her five children, authorities say.

The incident happened on Thursday during heavy rains in the eastern state of Veracruz.

The 28-year-old mother and her children aged 12, 11, seven, three and 18 months, were killed in their sleep shortly after their home was hit by a landslide, said Ricardo Maza, the emergency response chief at the Veracruz civil protection agency.

The father, who was injured in the incident, helped in the desperate search for his family members, Maza added.

Heavy rains in Veracruz have caused damage to homes and businesses, and authorities are still trying to fully assess the damage done.

In recent years, Mexico has been hit hard by devastating weather that has triggered landslides.

Earlier this year, several people were killed by landslides in the central and eastern parts of the country.

In 2013, 101 people were killed and dozens more went missing after a landslide engulfed a whole village in the southern state of Guerrero.

Mexico’s foreign minister has traveled to Egypt to follow up on the case of the recent killing of Mexican tourists by Egyptian security forces.

Claudia Ruiz Massieu left for Egypt late on Monday to seek answers from Cairo over an airstrike that inadvertently killed the Mexican tourists.

‘Unjustified attack’

The incident occurred on Sunday as the tourists were traveling in four cars in the Wahat area of the North African country’s Western Desert, which is popular with foreign tourists, but is also a site of militant activities.

At least two Mexicans were confirmed dead and six others wounded, while six more were unaccounted for.

Massieu told reporters at Mexico City’s international airport that Mexico faces “a terrible loss of human lives and an unjustified attack that obligates us to make the protection of our citizens the priority.”

Massieu said that she would hold talks with top Egyptian officials in order to “obtain first-hand information that can clear up the circumstances of this deplorable event, which has cost the lives of innocent Mexican tourists.”

The Mexican foreign minister is accompanied by seven relatives of some of the victims as well as Mexican doctors to care for the wounded.

Mexican President Enrique Pena Nieto

Also on Monday, Mexican President Enrique Pena Nieto condemned the killing and demanded an “exhaustive” investigation into the fatal incident.

A narrative disputed

Meanwhile, Egypt’s Interior Ministry has said that the vehicles were “mistakenly dealt with” in a security operation that involved both armed forces and military police.

Senior Egyptian authorities say the tourists had been in an off-limit area as they came under attack by the government forces. They also say that the convoy was using unlicensed cars. That narrative has reportedly been disputed by a local tour guide who has said the tourists were not in a restricted area at the time of the airstrike.

Mexican survivors told Mexico’s ambassador to Egypt that they had stopped for a meal when they “suffered an aerial attack with bombs launched by a plane and helicopters,” Massieu said.

Experts believe that the incident will cause serious harm to Egypt’s lucrative tourist industry.

Over the past months, Egypt has been witnessing deadly attacks carried out by Daesh (ISIL)-linked Takfiri militants in the Sinai Peninsula. Velayat Sinai terrorists have claimed responsibility for most of the attacks in the region.

Last November, the group pledged allegiance to Daesh, which is wreaking havoc in Iraq and neighboring Syria.

Mexican President Enrique Pena Nieto has strongly condemned the recent killing of Mexican tourists by Egyptian security forces, demanding that the Cairo government conduct an "exhaustive" investigation into the fatal incident.

The Mexican president on Monday called on the Egyptian government to probe the deaths of at least two of its nationals following the attack on a group of tourists by Cairo's security forces on Sunday.

“Mexico condemns these acts against our citizens and has demanded that the Egyptian government conduct an exhaustive investigation of what happened,” the president wrote in a post on Twitter.

The incident occurred as the tourists were traveling in four vehicles in the Wahat area of the North African country’s Western Desert, which is popular with foreign tourists, but is also attractive to militants.

The attack left 12 Mexicans and Egyptians dead and 10 others wounded.

Meanwhile, Egypt’s Interior Ministry has said that the vehicles were “mistakenly dealt with” in a security operation that involved both armed forces and military police.

Senior Egyptian authorities say the tourists had been in a restricted area as they came under attack by the government forces. However, a local tour guide in an interview with state-run BBC denied the Egyptian government’s claim, insisting the group was not in a restricted area.

Meanwhile, Mexico's Foreign Minister Claudia Ruiz Massieu told a news conference that the tourists who were mistakenly killed by Egyptian security forces were hit by an airstrike.

Mexican survivors told Mexico's ambassador to Egypt that they had stopped for a meal when they "suffered an aerial attack with bombs launched by a plane and helicopters," Massieu said.

The Egyptian government says it would provide medical treatment to victims and aid in the repatriation of bodies back to Mexico.

Experts believe that the incident will cause serious harm to Egypt's lucrative tourist industry.

The developments come as Egypt has been witnessing deadly attacks carried out by Daesh-linked Takfiri militants in the Sinai Peninsula.

Velayat Sinai terrorists have claimed responsibility for most of the attacks in Sinai Peninsula. Last November, the group pledged allegiance to the Daesh terrorist group, which is wreaking havoc primarily in Iraq and neighboring Syria.

An earthquake measuring 6.6 on the Richter scale has rocked northwestern Mexico.

An earthquake measuring 6.6 on the Richter scale has rocked northwestern Mexico, with no immediate reports on possible casualties.

The US Geological Survey (USGS) said the 10-kilometer (six-mile) deep quake hit an area between the tourist resort region of Baja California and the state of Sinaloa early on Sunday.

The affected area is located 49 miles (80 km) south-southwest of Los Mochis, 53 miles (86 km) southwest of Juan José Ríos, 54 miles (86 km) south-southwest of Ahome, and 688 miles (1107 km) southeast of Tijuana in Baja California.

A 5.2-magnitude aftershock also rocked the area. This is while two less powerful quakes measuring 4.9 and 5.3 on the Richter scale had occurred in the tourist destination 35 minutes before the main one.

There is still no word on the possible casualties of the incident. Reports, however, say that there is no danger of tsunami in the region.

Four more Mexican officials have been formally charged after being suspected of aiding the July escape from prison of notorious drug lord Joaquin “El Chapo (Shorty)” Guzman.

Mexico’s federal judicial council said in a statement on Monday that two of those charged were prison employees tasked with the video monitoring of El Chapo’s cell and two were members of the Mexican intelligence service, who also worked at the high-security Altiplano Prison in central Mexico at the time.

The charges brought against the four say they failed to alert others of Guzman’s escape in a timely fashion.

The drug kingpin escaped from prison through a tunnel dug in his cell on July 11.

Mexican President Enrique Pena Nieto had billed his arrest last year as his biggest victory yet in his trademark war on drugs.

Three other Mexican prison workers were charged several weeks ago with aiding the 58-year-old in his jailbreak.

Mexico’s attorney general says a fresh investigation will be carried out into the case of the 43 students who went missing in the country last year, following an independent report that questioned the government’s account of the incident.

Arely Gomez said on Sunday that a new forensic team would be sent to the area where the government claims the bodies of the students were incinerated at a garbage dump after they were killed.

‘Not borne out by evidence’

The comments came shortly after the Inter-American Commission on Human Rights (IACHR) said in a 500-page report that there was no evidence suggesting that the students had been burnt after they went missing in the state of Guerrero last September.

“We have no evidence to support where the disappeared are,” IACHR member Carlos Beristain said on Sunday during a presentation of the report in Mexico City.

The experts said that investigations, which are based on the work of a well-known fire expert, showed that “no evidence exists to support the theory based on the statements that the 43 bodies were cremated” at the Cocula landfill on September 27, 2014, the day after they went missing.

Government cover-up?

Torero said the theory that they were burned could not have been possible given the “conditions needed for what would be the minimum amount of fire necessary to cremate 43 bodies.”

The experts also said serious flaws existed in the official investigation into the case, including evidence in the case having been covered up, lost, or destroyed.

According to the Mexican government, the Guerreros Unidos drug cartel has confessed to killing and burning the remains of the students after receiving them from gang-linked police forces.

However, IACHR experts say confessions were made after torture.

Meanwhile, rights group Amnesty International also said the report showed the government’s “absolute incompetence” and “lack of will to find and punish those responsible.”

According to a student who escaped, the students were attacked and detained by police as they were traveling on bus in the city of Iguala to attend a protest. Six of the students were reportedly killed on the scene, while many others were taken into custody and never seen again.

http://www.hispantv.com/newsdetail/Reportajes/71116/crisis--derechos-humanos--mexico

https://www.youtube.com/watch?v=4BbOr3Cgamo
