The Bush administration and US senators have clashed over the legality of a pilot program allowing Mexican trucks to travel on US roads. Sen. Byron L. Dorgan from the Senate Commerce, Science and Transportation Committee, said that the Department of Transportation had gone ahead with the program even though Congress cut its funding in December.
The pilot program allows participating Mexican trucks to travel anywhere in the US. Formerly the trucks were limited to an area extending about 25 miles north of the US-Mexico border and any cargo headed outside of that zone had to be transferred to US trucks.
The idea of giving Mexican trucks greater access to US roads was part of the North American Free Trade Agreement, NAFTA, allowing the north of the US border to be open to Mexican trucks in 1995 and the rest of the country in 2000.
